What is the name of the children's book about mice/rats who are solving a mystery?

There is a children's book out there somewhere that is about mice or rats who are detectives or spies or something. I remember that this is a very cool book partly because it includes a clear red plastic decoder to use to solve the puzzles in the book. I remember that the decoder is shaped like a magnifying glass. Any ideas about the name of the book I'm thinking of?
